the pentagon i have to say was fairly cooperative. there were different levels of competence when it came to specific public affairs officials. generally speaking, they were cooperative. but they want you to go through them and i didn't. i generally just found the troops on my own and they put me in touch with their fellow troops. it's interesting, when you were talking about the afghan soldiers, this something i haven't talked about in other interviews. one of the things that's interesting, as i went through the life of this one combat outpost from 2006 to when it's overrun in 2009, is the different levels of competence when it came to the afghan soldiers. unfortunately for the u.s. in that region, in regional command east, eastern afghanistan in 2009, it was one of the worst battalions of afghan soldiers ever. when it was attacked, when combat outpost keating was attacked, most of them ran away or hid or when through the american bar racks stealing ipods and computers. it's no surprise because actually a few months before at another

he did it in the pentagon. he did it here in the united states senate. i don't know what's ahead for jim webb but we haven't heard the last of him. he'he has a wonderful, beautiful wife, wonderful children. he left his mark on the united states senate and he will never be forgotten, even though he served here one term. i'm really sorry that his senate career was not longer but i'm gratified it was so productive. and, mr. president, i congratulate jim webb and express on this record how much i admire him and what a strength he has been to me. he was a strength to me on the health care bill. he has given me wonderful information on immigration, which i've spent a lot of time on. i've read some of his books. i haven't read them all but i've read a couple of them. he is somebody i will miss very, very much. and i will always consider jim webb somebody who made me a better person. note the absence of a quorum. the presiding officer: the clerk will call the roll. quorum call: quorum call: mrs. hagan: mr. president? the presiding officer: the senator from north

the executive branch -- and i am a former member of the executive branch; i spent four years in the pentagon in the reagan administration -- they say that they have consulted and the definition of a consultation should be the secretary of state calling the chairman of the foreign relations committee or the secretary of defense calling the chairman of the armed services committee or coming over for a meeting. that is not the level of discussion and involvement that the united states congress should have when we are talking about long-term commitments with countries such as afghanistan and iraq. so this amendment is not draconian. it is very sensible. it basically says that in the situation where we have entered into this proposed relationship with afghanistan, that the key committees over here in the united states congress should have 30 days to review the documents before they are put into play. there's no great urgency in terms of when these documents are implemented, and it's the same courtesy -- actually, iter- actually, it's not even as far as what the afgha afghani parlit is going to be
